$4bn at risk as India's solar cell mandate shuts factories

India's attempt to sever its reliance on Chinese solar imports has triggered widespread factory closures, putting $4 billion of investment at risk and threatening the country's 2030 clean energy targets.

Close to a third of India’s small and medium-sized solar module makers have ceased operations since June 1, when new legislation took effect mandating the use of domestically produced cells. The rapid factory closures represent a stark market failure for a policy designed to build local supply chains and sever reliance on foreign technology. Because small and medium manufacturers account for 60% of India’s solar module industry, the operational disruption is systemic rather than isolated.

The production halts have placed roughly $4 billion of sector investments in immediate jeopardy. One solar panel maker summarized the operational reality on the ground, stating: "We have suffered a lot due to the domestic cell unavailability for the past three months." The direct result of this shortage is a projected collapse in total module output, with the manufacturer expecting production to plummet from 3.2 gigawatts to just 1 GW.

The mandate exposed a critical mismatch between India's downstream module assembly capacity and its upstream cell manufacturing capabilities. Prior to the law, Indian module makers relied on Chinese imports for over 90% of their solar cells. While the country currently boasts an impressive 200 GW of total module capacity, its actual domestic cell manufacturing base stands at just 27 GW. This structural imbalance leaves an annual supply deficit of approximately 2.6 GW, a gap that local producers simply cannot fill.

For energy executives and infrastructure investors, this supply chain crisis directly undermines the financial viability of India’s broader power generation timeline. The government has targeted 500 GW of non-hydrocarbon generation capacity by 2030, with solar currently representing 29% of that baseline mix. To meet the overarching climate and energy goals, solar capacity was slated to expand from 162 GW to over 292 GW within the decade.

Industry groups had accurately forecasted that forcing an abrupt transition to local cell supply would spike module prices and stall capacity rollouts. Those supply chain warnings are now materializing across the sector, suggesting that India's clean energy deployment will remain heavily constrained by upstream manufacturing bottlenecks.
